‘Association Fair Play’ and ‘STEPS Romania

STEPS Romania worked refurbishing the Fair Play hostel from 2002 to 2005.  The work is finished and we are proud of what we achieved.  This page is left on the web site since it gives information about how the two organisations worked together.

Association Fair Play is a Romanian charitable organisation which runs a hostel for homeless people – mainly young people, but also including some mothers and children, all of whom would otherwise end up on the streets.  STEPS works alongside and in close co-operation with Fair Play.  The management and running of the hostel is the responsibility of the Romanian Association Fair Play.   The objective of STEPS is to assist with the refurbishment of the hostel, as an initial means to fulfilling its mission (Shelter, Training, Education and Purpose)    Teams of volunteers from the UK spend time working in the hostel.  Extra labour as necessary and materials are also funded by STEPS via Association Fair Play.

Vision for Fair Play

The hostel, which is in the poorest part of the city, provides food for elderly people in the local community, as well as being a residential facility. Fair Play sees the hostel very much as a community resource, not only a resource for homeless young people.

Staffing at Fair Play is funded by money from Mayor’s office and comprises:

Director, President, 3 cooks (2 for children, 1 for old people), 1 nurse, 1 social worker, 1 Administrator, 1 Accountant, an 3 Child care workers (1 per shift).

Referrals to the hostel come from the Directorate of Child Protection and the Social Services Department.  All children come with “papers” which basically means they are officially registered with the authorities, are funded and entitled to basic education and medical care.

Fair Play’s vision includes opportunities for the 18 plus age group to have training for employment and then to stay at the hostel for about one year when working, as preparation for moving into their own home.  During this time, they would be able save money ready to begin independent living.

Fair Play does not actively seek families as residents, but has housed some temporarily as emergency cases when asked to by the social services.   Fair Play believes that all the youngsters must get an education and learn to live within basic rules.
